This foot is referred to as darning, free motion quilting and embroidery.  It has a spring loaded design to enable the foot to jump up and down on your fabric.  This with lowering your feed teeth enables you to freely move your fabric around to darn holes or "draw" with your machine.  mainly used for free motion quilting.
